The tabulation of votes for a presidential candidate should be based on the popular vote; nobody wanted to mess with the standard setup as instigated by the founding fathers of this country. However it seems that it is already messed with.

As long as the popular vote isn't what Hillary's calling the popular vote, which is not a real popular vote at all, because:
a) it excludes all who voted in caucus states (where Obama won)
b) she includes Florida and Michigan, where campaigns didn't happen
c) it includes both open and closed states, so "open" states - for example, Minnesota - have tens of thousands more votes than the states where only Democrats voted - like Missouri. So, in the total popular vote, Minnesota counts four times as much as Missouri does. (and caucus states like mine - Iowa - have no votes at all!)
