When it comes to percentages, that is just over 9% of the population. In 1993 and 1994 nearly ten and a half percent of the population was on food stamps, and ten percent were on them in 1995. I don't seem to remember any great depression stories in the Clinton years even though the percentage of people on food stamps was 10-15% higher than today.
