Horse Racing is under the gun. What do you think should happen?

There will always be deaths in certain high risk sports. The deaths of people is not enough to cause calls for the abandonment of those sports.
Animals such as horses and dogs are bred to the whims of humans. When a dog dies, the owners are not banned from having another (even if the dog was run over when chasing Billy's ball, or the owners had been cruel).
Horse racing is very public because it is so big. It is big because it is popular. It employs a lot of people ( it was a real shock to many in Australia just how many are employed full time and part time) because it is big. Of course accidents will happen and no-one but the most ghoulish enjoy the sight of an injured animal, but it is an important way/part of life for many people.
