As I understood this story, the letter had two writers: Edwin Merwin and James Ulmer (two county GOP chairmen), who sent it as a letter to the Orangeburg The Times and Democrat. That means that this remark got past two writers, a reader who, presumably, passed it on to an editor, who decided to run it in the paper as an editorial. Along the way, an unknown number of others may also have seen it, yet no-one in this human chain had the presence of mind (or the guts) to call attention to this.
