I get the impression that Bush wants to keep things volatile. Seems he is aching for violence so he can declare marshal law and rule until death.

That's certainly part of it. But I think the other part is constant pressure on Congress to re-assert its role as a check to the executive branch. A groundswell of public opinion could force Congress to open impeachment hearings - not for political purposes, but constitutional ones.

Just been sarcastic. We are at the tender mercies of whom ever holds the office these days. Which is not saying much. Right now the Republicans are all for this imbalance of power because they feel it protects them, that their leaders are "benevolent" to them, but the moment there is a Democrat in the W.H. they will howl about all the injustices real or imagine, even though the supported the very same measures they find themselves decrying.

Thus it all boils down to getting your guy/gal in office.
