Maybe "Free the net", the free mesh-network project, will rescue that idea!

I think that at the end of the day the muni wireless plans fail because they do not understand the economics of delivering wide-scale internet services. It is not the bandwidth and tower locations that drive up costs, it is the cost of the necessary labor to support the network and provide customer service.
