Easy! Females.
I love doing apartment inspections at work. One guy was a police officer and he had the neatest closet I've ever seen in my life! I couldn't help myself and said "OMG, are you taken baby? I think the sexiest thing in the world is a neat closet." I embarrassed this poor guy to death and I loved seeing his face get red. Men have to walk the line in appearing too aggressive with females and showing interest, but females? hahahahahahahahaha, most of them learn very early on that flirting is the single best way to get what you want from others besides being fun! Back in the day, I used to flirt my way out of speeding tickets, but sadly that doesn't work so well now
But it's still fun trying.

I do think that guys flirt more verbally (and quite annoyingly!) but females are more effective in the subtle art of flirting...when girls flirt they go about it in a smart way.
