I had a to soundproof a dorm room against it's neighbors once, and after consulting with our theatre's sceneshop decided to go with a combination of homosote + 1.5 inch foam on top of the existing sheetrock.
It worked like a charm - you could scream and holler next door, and nothing came through. I'd do the same if building a soundproof studio in the future.
