Just think it absolutely amazing that the UK Telegraph would post such a weird and extensive piece of "fiction", which clearly has a propaganda purpose. It is not journalism yet is put out for public consumption.

The UK keeps generating fear through "alerts" and "announcements" to justify their draconian Police State measures to the public, which have destroyed Britain's freedoms. (There was a reason we divorced ourselves from them in 1776). This looks like more of same.
