I would suspect it's a meaningless distinction if you're a woman, child, or innocent of resisting foreign invasion -- if you get killed or wounded on purpose or by accident. I don't think most Americans care very much about civilian casualties, though. We really have no idea how many civilians have been killed in Iraq; certainly the number is not reported at all. We hear on TV at least once a week about 4K U.S. soldier killed but nothing at all about Iraqi dead. This is probably in the nature of war.
