Makes sense to get the foundations of a site established, basic and a platform upon which the content can rest. The Website is a vehicle, the content is is the basis for it's creation. Improving the access would seem to be a priority, but there is the temptation to create a spectacular drawcard, that takes time to load, and takes the attention away from the content. Start with what you know, and work with what you learn. The content can be a motive for learning how to get an idea across more clearly.
