THIS should be among the top 2 issues that Washington is addressing! How many of our economic problems could be solved just by going full-force on this desperate need?

Can someone explain to me (other than the environmentalist's drumbeat) why this is so hard to implement?? I hear the talk but see no movement. Crisis indeed!!
