if i may double-speak openly..........(please excuse my broken orwellian - i'm a product of no adult left behind):
no, of course, it is not big brother. it is caring-concerned-family-type-elder (focused on the better good for the group - which goes w/out saying).

and now chocolate rations are up from four to three!
