The authorities should come over to the lady's house and give her a fine for having an un-mowed lawn.

She obviously won't be able to afford the fine, so then they add it to her property taxes.

She still won't be able to pay, so now her property goes to the sheriffs sale to pay the fine.

The lady is out on the street, but at least the lawn is mowed, and thats what's really important.

OR,

We have a crew of young, under-skilled people "volunteer" to help out a little extra in the community.

Imagine there's an elderly widow down the street from you. She has neither the strength to go shopping for food nor enough money to hire someone to do it.

Hey let her starve - that's the American way.

Or maybe she could receive a pension from the state sufficient to meet her basic needs - nah, that's a little too European.

Paying taxes is a privilege. I am glad to be back in paid employment in part because I am able to contribute to my society by paying my taxes. In return I have received support while unemployed, have access to free, first rate medical services, education for my son, a fire brigade, ambulance service and police force.
