Those filters do not work against hardware ID's setups.
Filtering by IP addresses is useless against dynamic IP's anyway. The best sites filter by hardware ID's, like hard drive rom serial or motherboard serial ID. Most people would have to install a new hard drive or motherboard to get past those I'm afraid. Not too many people can spoof the data stream and inject it back, but it can be done.
