<FONT size="2">但目前尚不清楚美国国会是否将在11月国会选举前，让该法案生效。

<FONT size="2">美国批评人士认为，该法案"极不合理"，其真实目的是为了在国会选举前拉拢保守派人士，提高共和党的胜算。

<FONT size="2">但支持该法案的国会议员表示，这一法案是为了扭转美国社会赌博成风的恶习，减少赌博带来的麻烦。
