The police are massively involved and would love to spend their time elsewhere? It looks great on TV when they cart off the crop in trucks with signs everywhere saying that your police are protecting you ( while your house is being invaded and the police are too busy to help).
America has more than it's share of people in jail and this would cut crime and cost. (The private contractors would be against changes as pot users are less likely to be violent.)
While the slave class goes to jail over pot, the rich have armies protecting their opium crops.
