Yes male circumcision does not decrease his sexual pleasure, but it still is painful, it still results in complications, infections, leaves the male child not fully functional etc. It is done without the consent of the victim (its his body after all, who are parents to make decisions about removing some of its parts). And as far as the surgical performance is concerned, hospitals and trained surgeons are not available everywhere.
