Regardless of whether or not you think the treatment of Padilla constitutes torture, what is truly frightening is that the government has inflicted prolonged sensory deprivation on him before he has been tried and convicted for any crime.

Contrary to your assertions, it is clear they do. Furthermore, they should not be applied to a person who has not been convicted of a crime (whether or not they should be applied to Rudolph is another issue).

I agree, and also it has to have a deleterious affect on those applying such immoral measure and hence upon the society in general that in any way condones these practices, either explicitly or implicitly
