The business literature has found that tax breaks are not the most important component in locational decisionmaking for most corporations. The economic literature has also found that any business that makes a locational decision based on tax breaks is marginal at best and very often end up going out of business in quick order. Research on the effects of these tax breaks also finds that the costs to the municipality and the state are very often far higher than the benefits received.
