30-40 years ago somebody had written a story about police officers carrying "pain guns" to stun or disable the populace readers would have been horrified.

The reality today....

They aren't pain guns, though. They're neuro-shock guns. They temporarily disrupt the nervous system.

Technically, they don't hurt. Your pain nerve endings are shut down by the jolt. What actually hurts is your muscles "unspasming" afterwards, to coin a phrase. But I see your point.
