A fine phone-number, if it works!
In germany and - as I know - other european countries, is not such bureau. But we can put a label on the letterbox, that prevent us from all this mail without adress. And since 3 or 4 years is sold a software-CD with family-income!!! Since than, I get only Lotto-Mails!
