Sure, in the corporate world it makes sense to pay employees based on performance. In the world of education, those same standards would sell students short and punish teachers who are doing a wonderful job of reaching hard-to-teach students that don't meet some "undefinable" definition of succeeding. As for the latter, limiting ESL education to two years would have been devastating for the more than 40% of public school kiddos who don't speak English as their first language. Yes, they should learn in English, speak English and so on, but to learn, there has to be a trade off. Finally Oregon made some solid choices.
