Those weren't voted down, but they were weakened by Southern Democrats (such as Strom Thurmond, who became a Republican in the 1960s). And I don't think it was so much a matter of Democrats trying to push back civil rights legislation in the 1950s so they could take credit for it in the 1960s, but rather that northern politicians were able to overcome Southern opposition in the 1960s.
