There are many ways to protect the children and people. This will not be one of them.

Rudd is being convinced that the censorship won't work. The trials showed it slowed the web by about 87%, was inaccurate (stopped ok stuff and let through wrong stuff) and there was one other I forget.
Most of us would opt out if the speeds go back to telephone connection speeds ( and the businesses know this.) Industry won't tolerate slow speeds.
I suggest parents take control by educating their kids about what is on computers and supervising use of the computer.
