The Economist Intelligence Unit surveyed a total of 165 countries for its <A title=" (opens in a new window) " href="http://viewswire.eiu.com/site_info.asp?info_name=social_unrest_table&page=noads&rf=0" target="_blank">Political Instability Index</A>, rating each for its economic distress and underlying vulnerability to unrest. A total of 95 countries were rated as being at high risk or very high risk, with Zimbabwe deemed most vulnerable of all. Just 17 states, led by Norway, were rated as being at low risk.
