I wonder if the most important aspect isn't a hindrance as well. The fact that those who care are individuals - not group thinkers who organize, quickly finding each other. Most are occupied producing sustenance not gaming the system. I know. I know. I'm making excuses.
I did see a spot saying that the first mail screening will just throw out things like teabags and I fear it would just create a laughable nuisance in the mailroom, far removed and away from those who would be the "targets". It's maddening, sense that we just watch, doing nothing as this incredible treasonous crap goes on.
