Seems like we could use Letters of Marque for a lot more purposes than just hunting pirates too.

And this implies exactly what, I ask?

The radically dangerous fascists have decided the pirates are excused since Somalian coastal waters have been ravaged of their fish. Been some nasty dumping, too.
So, in the usual convoluted bastardization of logical thought by the non-progressive "progressives", those facts actually make terrorist piracy a reasonable victim's reaction.

I guess Ron Paul forgot his history. The age piracy real go started with the Letters of Marquee. The British, Dutch and French could not take on Spanish Navy head on and so the empowered privateers. After Queen Annie's war all those privateers were left without jobs and they turned to piracy.

So we want more armed mercenaries in the world stage?

Nifty idea.

Well, for example, wildlife protection could be carried out with Letters of Marque.

Davboz, know your back-story. Here's one of the original reports, and, as you will plainly see, it stresses over and over that the acts of piracy are not excused by what other nations have done - but the world does not understand that much more international shipping-based robbery of Somalia has been done than robbing by Somalians. Context is what makes stories make sense, and often what makes reactions wise.
