Unfortunately it didn't make the cut in the latest version of the toolbar as it was confusing to many new users. You can however enable/disable it using a shortcut key by pressing ctrl+shft+alt+b at the same time.

I have the newest version of CM (4.0.0) I use "amplify"
http://amplify.com/ to clip which then links to CM.

Actually it's ok w/out it but it's sometimes easier to frame pictures, images etc.
The ctrl+shft+alt+b is workin'. Thank you!
