Seems like pretty far fetched. EMP requires ALOT of power and making it cover a wide range is entirely impossible. Simply because to do what this guy is suggesting would require a VERY large power source and it would have to be portable. It just is not feasible right now.
If it were so simple - then why would Iran have a need for nukes. Put it this way - EMP is significantly harder then Nukes. If they ain't got Nukes - then they ain't got EMP.
