There's actions behind the words too. All those Bush-era trials that were denied or stalled in the courts because of government claims of 'national security,' will now be allowed to go ahead.

The false claim of 'national security,' can no longer be used to block trials and civil actions that involved Bush-era use of torture, extraordinary rendition and other crimes.
