the idea is to make all of its fuel oil imports from Venezuela
Looking at it merely from the economic point of view, it makes sense to spend $800m rather than $1.2b

Can not agree more, save money, to use for a rainy day. Capitalism at its best. Is that not what we been taught are whole life.
