The ACLU deemed the increased penalties rash, the increased pretrial detention "repugnant" to the US Constitution, the mandatory HIV testing of those only charged but not convicted as an infringement of a citizen’s right to privacy and the edict for automatic payment of full restitution non-judicious. In point of fact, the last provision was found unconstitutional by Supreme Court.

I don't think Biden was the best "man" for the job but, then again, Obama's loss of Hillary supporters demanded a little CYA. The VAWA has been Biden's main brownie point with women voters in his own bid for office.
