El plantejament és clar: no hi ha voluntat espanyola de reconèixer la plurinacionalitat i, per tant, ser-hi porta a la frustració. També analitza sumàriament què ha canviat per què ara siga possible un estat propi. Potser el plantejament de l 'estat propi com a solució taumatúrgica siga el més discutible.
