If this wasn't a government agency, but instead a private company, all those in charge would be fired immediately. And yet, this is twice the success these clowns had in 2006 so its great news.

It's because they're only focusing on Mexicans... If they widened the net a little more, were not tied up by politics, and had a little more help from local police and law enforcement, then they would hit 10-12%, tops... Which is good enough for government work.
