How sad it is that that the people tasked to protect us can only do so 'after' a child is harmed?

There is something perverse about this situation.

Mr Laws wrote on the website "that most welfare beneficiaries are good parents" but it was the problem ones who should be offered money not to breed.
.... ok, bar code the parents then. "frustration" is a small feeling .... "disenchanted" gets closer maybe, (if my irony is to ironic, bar code it)...next free meal ticket - prove you are an unfit parent, then get paid for it.
