FBI let him out to do work for them. The murders were committed while he was working for the FBI. If he isn't convicted, then the FBI will not have to take responsibility "officially" or explain how he was able to kill people while under their watch... Good for a TV Movie probably...Heck, there is probably a book about this sort of thing...
