I, personally, do not believe that everyone should create websites in mind for site challenged only. Additionally, it should be noted that there are already tools that can be used that are built into Windows; free software 'readers,' computers that talk, and computers / technology that also assists the physically challenged. So attempts to make accessibility a legal issue probably won't be very successful. At least not yet.

It is also my opinion that technology is rapidly changing to accomodate these areas and many more. Consider virtualization.
