Sec. 114. is a limitation on matching funds to states that propose to propose to cover children with effective family income that exceeds 300 percent of the poverty line.

Sec. 114. does not establish these rates. These rates are already in existence and SCHIP does nothing to determine or mandate the level adopted by a state.

Yes, we absolutely should take care of the children, as parents, not as government. Nowhere in the Constitution does it say that you or your children have a right to free healthcare... just as you don't have a right to free house, car or anything else you might want.

This country does need health reform... but not in the Hillarycare form. The government should do what it can to lower the prices of insurance, that's the first step, and to do so - it simply needs to eliminate almost entirely people like John Edwards. I don't mean physically, but eliminate countless, baseless and frivolous law suits. That would be the first step.

The next would be exactly what they tried before and should institute as a given - MSAs. Let people pay for their healthcare out of pocket unless it's an expensive procedure and then have insurace kick in so nobody gets devastated in the process.
