If they would win some seats, they promise to vote NO on every single political issue. You have to take into account that voting in Belgium is compulsory (or is the right term obligatory, or mandatory?) So lots of people vote 'blanco' or make their vote invalid. The general idea is that lots of people who vote on "Vlaams Belang" (extreme right fascist racist party) do so out of anti-political sentiments. The option to vote 'NO' could give an outlet to those people (as opposed to voting blanco). They also participated in the elections in Antwerp last year and won 1,5% of all votes. Usually you wind up with a sanction and/or fine. There's no possibility to appeal.
