The Russain Foreign Minister Sergey Lavrov sitting immediately to her right, also does not look pleased. Maybe Vlad the impaler is really pissed off because the U.S. has pledged support to beleaguered Russian human-rights activists to encourage them to build institutions of democracy to combat arbitrary state power amid increasing pressure from the Kremlin.
