据中国外交部消息，在访问欧洲前夕，国务院总理温家宝于9月5日在中南海紫光阁接受了欧洲五家媒体的联合采访。温家宝表示，中国很大、人口很多，经济不发达，发展又不平衡，现阶段在更高层次上开展直接选举，条件还不成熟。民主建设特别是直接选举，要根据国情循序渐进。</P><P>　　温家宝说，按照中国宪法和有关法律规定，中国实行人民代表大会制度，各级国家<TABLE cellSpacing="0" /></TD></TR></TBODY></TABLE></TD></TR></TBODY></TABLE></TD></TR></TBODY></TABLE></DIV></TD></TR></TBODY></TABLE>机关领导人由各级人大选举产生。目前中国在68万个村一级实行村民自治和直接选举。在县、乡和不设区的市实行普选人民代表。在设区的市和省以至中央实行间接选举。中国已经实行了差额选举制度，并且不断扩大差额比例。</P><P>　　但是，考虑到中国很大、人口很多，经济不发达，发展又不平衡的国情，现阶段在更高层次上开展直接选举，条件还不成熟。民主建设特别是直接选举，要根据国情循序渐进。</P><P>　　中国政府坚信，群众通过基层的直接民主形式管理好一个村，将来就可能管好一个乡，管好一个乡以后，将来就可以管好一个县、一个省，真正体现国家是人民当家作主。</P></FONT><BR
