I don't understand how US laws work?? I mean.. in Canada, if you are the PM, or Governor General you still have to go to court if subpoenaed, there are nor exceptions... (PM & GG are the two highest positions in the Canadian gov.)

So, He's the VP, he owes no-one an explanation.. he's above the law???

Well, according to the logic I have heard, anything goes when you're at war, so I'm not really surprised. The democracy is a notion well served with full stomach, right now, we've got our backs to protect and revenge to satisfy.

There is a certain separation of powers in the US that keeps one branch from being able to control another branch. The legislative branch can't force the executive branch to testify any more than the executive branch can force legislators to testify. Heck, there was an uproar in the house (legislative branch) when the justice department (executive branch) got a search warrant from a judge (judicial branch) in order to search a house member's office for a criminal investigation. The fear was that there might have been work product taken from the office and that would be a breach of the separation of powers.
