The GOP doesn't have the power to strip anything from any bill, and only three of the most liberal GOP members voted for the bill. On the other hand, guess who said this:

"All those little porky things that the House put in, the money for the [National] Mall or the sexually transmitted diseases or the flu pandemic, they're all out."

"passive surveillance"...that says it all. "...the disease already is in a number of states...". Yes. That's how the current US policy works. Now that it's happened, let's get all worked up.

Do you know what would happen if you try to close the border?

And besides this is not a pandemic nor is the terrestrial border the only way this disease could get in the U.S. (ships and airplanes and not only from Mexico).

Now that it happened we need people to deal with it.
