I don't really remember. It must have been linked from something else I was reading – I'm guessing probably Making Light, BoingBoing, Bitch Ph.D., or one of the people on my LiveJournal friendslist. What I wouldn't give for a "now where did I read that?" button on my keyboard... Ah, found it. It was on Making Light (one of my favorite online places), in the thread "From correspondence". The first occurence of the term, in the context of "the No Child Sinister Buttock Act" (heh); the first mention of Slacktivist's analysis. How odd.
