That could happen anytime Pkonfield. It could happen tomorrow. Matter of fact, it happened on GW's watch with plenty of warning which he choose to ignore.
But, I'd love to put down money for the other bet on my great granchildren, except they are gonna need it cause their future has already been spent ten times over.
All in all, it still remains to be seen, but I'm confident I'd win that wager that GW will be regarded as one of the worst presidents ever.

The attack happened because the previous administration dropped the ball. The attack had been in planning long before W took office.
