This is one of the cornerstones of a "young universe" under creationist/intelligent design pesudoscience. They claim that since the speed of light has been decreasing since the creation, so objects millions of light-years away are much younger than millions of years and that the current speed of light cannot be used as a yardstick for estimating their distance.
