 slecht samengewerkt bij de aanpak van  
 probleemjeugd. Instellingen werken vaak 
 langs elkaar heen. Dat staat in een     
 rapport van vijf inspectiediensten dat 
 is aangeboden aan minister Rouvoet.

 Voor de aanpak van probleemjongeren is 
 persoonlijke inzet van hulpverleners en
 contact met de jongere belangrijk. Nu   
 kijken instanties nog te veel naar     
 zichzelf en onvoldoende naar het kind.

De inspectiediensten vinden dat ouders 
 actiever bij de behandeling betrokken  
 moeten worden. Ook moeten gemeenten meer
 hun best doen om risico's in een vroeg
