I was surprised that France did this, frankly. I disagree, Germany will never agree. Maggie Merkel dislikes the Bush administration and the business interests in the region would be endangered. Europe is more interested in keeping cordial relations with Russia, who supplies the majority of it's gas. Russia sees Iran as being within it's sphere of influence and does not want any trouble in it's back yard. Besides the majority of Europeans do not want another war in the middle east.
