Homeland Security is a tyrannical agency, borrowed from its ante-types in history following all revolutions in order to retain power by force.

Homeland Security was not intended to defend the people from terrorists, but to defend the (usurped, revolutionary) government from the people!

If there is any momentary humor it is in pondering those that still see Bush and Obama as true individuals. And different from each other, at that. Ha! There's one there! As if there was a guy named Bush that had his own personal agenda, did these things, along comes Obama, self-directed and altogether different, to undo the Bush damage. That is simply not what has gone down. And there are many who rigidly cling to the illusion.
Hey,darkforce,......Obama is taking us to the same place. But with more bells and whistles that many anti-Constitution or anti-tradition, culture, or sovereignity folk can appreciate, just to diveret attention from the actual goings on.

Your sarcasm aside, why don't you actually take a look at what Obama's doing on the whole, rather than cherry-picking individual actions (typical of the right-wing nutbars). He is only using those powers in the course of attempting to dismantle the unholy mess that Bush did. Do you think it only takes his say-so to shut down Guantanimo, for example? If you think so, then you're hopelessly naîve. The Republicans have systematically given the Military Industrial Complex a disturbing amount of power, and it takes a lot of time and red tape to nip the opposition in the bud and carry through.
